What regulators require / 01
Without these coverages, your business cannot legally operate in the Gulf.
Gulf regulators — QCB, CBUAE, CBB, MOHRE, and sector-specific authorities — mandate specific coverages. Missing them means fines, licence suspensions, and direct financial exposure.
Workers' Compensation & Health
Mandatory from the first employee. Qatar Labour Law No. 14/2004, UAE Labour Law Art. 54, and Bahrain Labour Law No. 36/2012 all require workers' compensation. Dubai and Abu Dhabi also mandate employer-sponsored health insurance.
Motor Third Party Liability
All vehicles require compulsory TPL before registration. Qatar Traffic Law No. 19/2007, UAE Traffic Law No. 21/1995, and Bahrain Road Traffic Law Decree 18/1976 enforce this without exception.
Performance Bonds & Guarantees
Government tenders across Qatar, UAE, and Bahrain require bid bonds (1–2%) and performance bonds (5–10% of contract value) as legal prerequisites. Without them, contracts cannot be awarded or executed.
Property & Financed Assets
QCB, CBUAE, and CBB-regulated lenders require property insurance on mortgaged assets. Free zone and mainland commercial leases (QFC, JAFZA, DMCC, Bahrain Bay) frequently mandate tenant liability cover.
Mandatory scope varies by country, emirate, free zone, and sector. This diagnostic is informational; final validation should be done with a licensed insurance broker or risk advisor.
